The truth is all of these questions are derivatives' of a profoundly broken system where everyone small business owners have interacted with in the past ~10 years or so are not really selling advertising, they are just selling their marketing services alongside of a monopolistic platform that is delivering less value in real time to their clients. These questions arise from people who feel they have been "burned" by marketers.
The reason is that the tech platforms have been able to grow and grow and grow by creating the narrative on the ground that the reason the clients are not having success is because the marketing agency in the middle is somehow not doing everything correct. They blame each other, you fire your agency, then you sign up with another, they give you all kinds of previous success stories, they tell you they are specialists in your industry and you give them all your money, and then that cycle repeats itself because the entire time Meta is literally behind the curtain changing the rules in real time and sacrificing these agencies by making them a buffer in between themselves and the small businesses who purchase advertising.
"Does It Work" is a combination of advertising platform dynamics (which all have pros and cons) and marketing strategy dynamics which is more subjective art, messaging, creating funnels, etc. If you want your marketing and advertising to work for you, then you need to understand the pros and cons of each platform and have a strategic message.

Of course if your marketing agency wants to join in your code and build you ads we recommend it and you can have as many users in your code as you want for free for that very specific reason.
"What's my ROI" is a question that invites your marketing agency to lie to you. The honest answer is that advertising platform and marketing strategy are two separate things: and conflating them is exactly how Facebook and Google have kept small businesses confused for years. It is very intentional that the platforms will never say "Our customer's ROI is X" because it would require them controlling their marketing message which they do not. Only a marketing agency will say that because they are in the middle and just trying to get a sale. The tech platform does not even share with the agency how their algorithm works so that they have plausible deniability. The agency is quoting platform statistics from a previous client knowing full well that it is mathematically impossible for them to ever replicate that campaign. Even if you are physically the subject of that case study, they can't do it again, the platforms know this, unfortunately many small businesses don't. Please don't fall for it!
